			<content:encoded><![CDATA[<p><strong>January 31, 2010</strong><strong> </strong>– The Stage 2 burn ban in Kitsap County and Stage 1 burn ban in Snohomish County, issued on January 28, are lifted, effective at 10:00 a.m., January 31, 2010.</p>
<p>The current weather pattern has brought improved mixing and dispersion of the fine particle pollution. As a result, air quality has substantially improved.</p>
<p>We appreciate the public&#8217;s cooperation with the burn ban, and encourage people to check current air quality conditions and air quality forecasts at our Web site   <a title="http://www.pscleanair.org/airq/aqi.aspx" href="http://www.pscleanair.org/airq/aqi.aspx">www.pscleanair.org/airq/aqi.aspx#</a> before they burn. Conditions can change quickly this time of year.</p>

<p>According to the agency&#8217;s meteorology staff, the temperature inversion that has impacted the region this week is still in place while wood burning continues in some communities.  This has created pollution levels that are unhealthy for sensitive group populations (the very young, elderly and those individuals with heart and lung ailments).</p>
<p>A change in the weather pattern may allow lifting of the burn ban as early as Sunday afternoon.</p>
<p><strong>During a Stage 2 burn ban:</strong></p>
<ul>
<li>No burning is allowed in ANY wood-burning fireplaces, wood stoves or fireplace inserts (certified or uncertified) or pellet stoves, unless this is your only adequate source of heat. Residents should rely instead on their home’s other, cleaner source of heat (such as their furnace or electric baseboard heaters) for a few days until air quality improves, the public health risk diminishes and the ban is cancelled.</li>
<li>Even if your fireplace, pellet stove, or wood stove is your only adequate source of heat, <a href="http://www.pscleanair.org/actions/woodstoves/law.aspx">no visible smoke is allowed</a>.</li>
<li>No outdoor fires are allowed. This includes recreational fires such as bonfires, campfires and the use of fire pits and chimineas.</li>
<li>Burn ban violations are subject to a $1,000 penalty.</li>
</ul>
<p><strong>It is OK to use natural gas and propane stoves or inserts during a Stage 2 burn ban. </strong></p>
<p>This ban is in effect until further notice.  Puget Sound Clean Air Agency staff will continue to monitor the situation to determine when the burn ban can be lifted. <p>The <a href="http://www.doh.wa.gov/Publicat/2009_news/09-191.htm" target="_blank">Washington State Department of Health</a> recommends that people who are sensitive to air pollution limit time spent outdoors. Air pollution can trigger asthma attacks, cause difficulty breathing, and make lung and heart problems worse. Air pollution is especially harmful to children, people with heart and lung problems, and adults over age 65.</p>

<p>Stable weather conditions, combined with heavy use of wood-burning devices in our region, have created pollution levels that are unhealthy for sensitive group populations (the very young, elderly and those individuals with heart and lung ailments). These weather conditions are expected to remain in place for several days, prompting the expansion of this Stage 2 burn ban to quickly reduce wood smoke emissions impacting communities throughout the central Puget Sound region.</p>

<p>We are closely monitoring air quality conditions and forecasted meteorology. Weather conditions allowing the removal of the Stage 2 ban are not expected before Saturday.  </p>

<p>Stable weather conditions, combined with heavy use of wood-burning devices in parts Snohomish County, have created pollution levels that are unhealthy for sensitive group populations (the very young, elderly and those individuals with heart and lung ailments). These weather conditions are expected to become more stagnant and persist for several days, prompting the issuance of this Stage 2 burn ban to quickly reduce wood smoke emissions that are impacting communities in the county.</p>
<p>We are monitoring conditions in Pierce and Kitsap counties where pollution levels are also elevated and may result in an expansion of the burn ban as early as Wednesday.</p>
<p><strong>During a Stage 2 burn ban:</strong></p>
<ul>
<li>No burning is allowed in ANY wood-burning fireplaces, wood stoves or fireplace inserts (certified or uncertified) or pellet stoves, unless this is your only adequate source of heat. 			<content:encoded><![CDATA[<p><strong>RAIN RESTORES MOISTURE; OFFICALS LIFT LOCAL FIRE DANGER BURN BAN THURSDAY MORNING</strong></p>
<p>(KITSAP COUNTY, Washington) – The Kitsap County Fire Chiefs’ Association, in conjunction with the Washington State Department of Natural Resources and the Kitsap County Fire Marshal’s Office, announced they are lifting the outdoor fire burning ban at 8:00 am, Thursday.</p>
<p>This summer’s unusually warm and dry weather left the area’s vegetation dangerously parched, and the ban was implemented because outdoor fires are the leading cause of brush and forest fires. The past week’s significant and sustained rainfall has restored the moisture content of local vegetation, decreasing fire danger.  Officials note that fire danger remains moderate, and caution the public to observe all applicable rules and safety practices when conducting outdoor fires.  </p>
<p>Effective September 1 of this year, the Puget Sound Clean Air Agency (PSCAA) permanently outlawed land-clearing fires – those fires conducted for the purpose of debris removal following land-clearing operations – across Kitsap County.  More information about PSCAA’s rule change is available at that agency’s website: <a href="www.pscleanair.org">www.pscleanair.org</a>.  In Kitsap County’s cities and other densely-populated areas, other outdoor burning restrictions have been in force since January 2001.</p>

<p>Only natural vegetation may be burned. It shall be unlawful for fires of any size to contain garbage, dead animals, asphalt, petroleum products, paints, rubber products, plastics, paper or any other substance, which normally emits dense smoke or obnoxious odors.</p>
<p>Burn Ban Area<br />
All outdoor burning is permanently banned within the city limits of Poulsbo and surrounding Urban Growth Area. This Burn ban took effect January 1, 2001 as implemented by the Puget Sound Clean Air Agency.</p>

<p><strong>Outdoor Burning Information</strong></p>
<p>Burn Permits are required and issued by the Office of the County Fire Marshal and participating local fire districts for residential burning.  Permits will be issued outside the Urban Growth Areas (UGA) that are located outside of the established no-burn zones and are within fire protection districts of unincorporated Snohomish County.</p>
<p>Prior to any burning you we suggest you contact our Burning Information Line at 425-388-3508 to verify that there are no Burn Bans or Burning Limitations that may have been placed due to high fire danger or air quality conditions.  For additional air quality information you can contact Puget Sound Clean Air Agency.</p>
<p>Burn Permits</p>
<p><strong>Residential Burn Permits</strong></p>
<p>Residential burning (a burn pile no larger than 4&#8242;x4&#8242;x3&#8242;) requires a permit under our burn permit ordinance.  Residential burning means the outdoor burning of leaves, clippings, prunings and other yard and gardening refuse originating on lands immediately adjacent and in close proximity to a human dwelling and burned on such lands by the property owner or his or her designee.</p>
<p>No household garbage or construction debris is allowed to be burned.</p>
<p>An instructional guide has been prepared to detail the requirements of the residential burn permit application and to provide a list of general conditions typically attached to each permit.  The residential burn permit application can be submitted to the Office of the County Fire Marshal by mail, fax, or in person (please allow 5 days processing).  The permit fee is $30.90 and the permit shall be issued for 365 days.  The permit may also be renewed annually for $15.45.</p>

<p><strong>Land Clearing Burn Permits are No Longer Available</strong></p>
<p><strong>Puget Sound Clean Air Agency (PSCAA) bans all land clearing burning in Snohomish, King, and Pierce counties effective July 1, 2008.</strong></p>
<p>A permanent ban on land-clearing burning in Snohomish, King, and Pierce counties was adopted by the Puget Sound Clean Air Agency&#8217;s Board of Directors.  The ban is effective July 1, 2008.</p>
<p><strong>Recreational Fires</strong></p>
<p>Recreational fires, no larger than 3&#8242; x 3&#8242; x 2&#8242; in size, do not require a permit.  By definition recreational fires are cooking fires, campfires, and bonfires using charcoal or firewood that occur in designated areas or on private property for cooking, pleasure, or ceremonial purposes.  Fires used for debris disposal purposes are not considered recreational fires.</p>
<p><strong>Participating Fire Districts</strong></p>
<p>As of November 17, 2004 a number of fire districts have entered into an interlocal agreement with Snohomish County, to issue permits on behalf of the County and will regulate burning and burn permits within their district.  If you live within the jurisdictional boundaries of one of these districts, it will be necessary to contact them to obtain a burn permit.  Participating Districts</p>
<p>WILDFIRES As more people move to remote areas wildfires have become increasingly common as that creates an environment where fire can move readily between structures and vegetation.   Emergency response can be difficult in these isolated and undeveloped areas.  There is no guarantee that firefighters will be able to save your home if a wildfire occurs so it is imperative that property owners in the Wildland/Urban Iinterface (WUI) understand the risks and prepare appropriately. <p>The Department of Natural Resources, fire departments and fire districts have agreed to implement a burn ban in King,  County effective 8:00 a.m. Wednesday, July 8, 2009 and move the fire danger rating to Moderate. The ban will remain in effect until further notice. The ban applies to silvicultural, and yard debris burning. Recreational campfires are allowed in campgrounds as long as the fire is in an approved metal or concrete fire pit and clear of vegetation. The burn restrictions do not apply to federal forests or national parks, although these jurisdictions may have similar restrictions in effect.</p>
