			<content:encoded><![CDATA[<p><strong>January 31, 2010</strong><strong> </strong>– The Stage 2 burn ban in Kitsap County and Stage 1 burn ban in Snohomish County, issued on January 28, are lifted, effective at 10:00 a.m., January 31, 2010.</p>
<p>The current weather pattern has brought improved mixing and dispersion of the fine particle pollution. As a result, air quality has substantially improved.</p>

<p><strong>2.  Either call YRCAA in the afternoon prior to the day you wish to burn for confirmation of an allocation to burn, IF you wish to burn as early as permitted on the day you wish to burn (30 minutes after sunrise). OR,</strong></p>
<p><strong>3.  Call YRCAA after 9:00 A.M. on the morning of the day you wish to burn for confirmation of an allocation to burn.  <span style="text-decoration: underline">You may not initiate burning until such confirmation has been determined by YRCAA, and an allocation issued.</span></strong></p>

<p><strong>                        LOWER YAKIMA COUNTY –  The STAGE 1 BURN BAN is REMOVED</strong></p>
<p><strong>Explanation</strong>: The Air Pollution Control Officer of the Yakima Regional Clean Air Agency (YRCAA) has upgraded this burn ban due to improved air quality in both the Upper and the Lower Yakima County areas. The high levels of fine particulate, caused primarily by wood stoves and outdoor burning, are trapped close to the ground by persistently inadequate ventilation.</p>
<p><strong>There has been some air quality improvement in Upper Yakima County, but it has been insufficient to completely clear out the stagnant air mass.  Monitor values in the City of Yakima have decreased, allowing the Stage 2 Burn Ban for Upper Yakima County to be downgraded to a Stage 1 Burn Ban.  </strong></p>
<p><strong>Air Quality Conditions are sufficiently improved in Lower Yakima County today to justify removing the Stage 1 Burn Ban for home heating..</strong></p>
<p><strong>No Agricultural Burn Ban Allocations will be issued, however, until further notice.</strong></p>
<p>YRCAA staff will continue to monitor the situation to determine if and when the burn ban can be lifted.</p>

<p>Check with your local fire department or appropriate tribal agency for any local burning requirements.</p>
<p>Under the <a href="http://yosemite.epa.gov/R10/tribal.nsf/programs/farr">Federal Air Rules for Reservations</a>, EPA has the authority to call burn bans on reservations in Idaho, Oregon, and Washington. When an EPA burn ban is in place it applies to all outdoor and agricultural burning, including camping and recreational fires within reservation boundaries. Ceremonial and traditional fires are exempt from the outdoor burn ban. There are also some<a href="#delegated">reservations that have delegation to call their own burn bans</a> and no burn days.</p>
<p>During burn bans, EPA requests that reservation residents reduce all sources of air pollution, including excess driving and vehicle idling, and the use of woodstoves and fireplaces, unless it is your only source of heat.</p>
<p>Air pollution can have significant health impacts. Cooperation from the community will help people who are at risk during this period. Those most at risk are children, the elderly, pregnant women and those with respiratory, cardiac or pulmonary diseases. Those at risk should avoid outdoor exercise and minimize exposure to outdoor pollution as much as possible.</p>

<p><strong>There continues to be insufficient winds in Yakima City to clear out the stagnate air.  Monitor values in Yakima increased significantly today requiring a Stage 2 Burn Ban to be reinstituted for Upper Yakima County.  Air Quality Conditions are poor throughout Yakima County today.</strong></p>
<p><strong>No Agricultural Burn Ban Allocations will be issued while conditions persist.</strong></p>
<p>YRCAA staff will continue to monitor the situation to determine if and when the burn ban can be lifted.</p>

<p><strong>3.  Call YRCAA after 9:00 A.M. on the morning of the day you wish to burn for confirmation of an allocation to burn.  <span style="text-decoration: underline;">You may not initiate burning until such confirmation has been determined by YRCAA, and an allocation issued.</span></strong></p>

<p><strong>While most of Yakima County experienced strong winds Friday evening, there were insufficient winds in Yakima City to clear out the stagnate air.  This appears to be a localized event, where the worst air quality was in Yakima City and in the close surrounding areas in the Upper Valley.  Monitor values in Yakima increased significantly this weekend requiring a Stage 2 Burn Ban to be put back on for Upper Yakima County.  Air Quality Conditions are poor throughout Yakima County today.</strong></p>
<p>YRCAA staff will continue to monitor the situation to determine if and when the burn ban can be lifted.</p>

			<content:encoded><![CDATA[<p>Thanks largely to a change in weather, air quality in ORCAA’s jurisdiction has improved substantially . As a result, the Olympic Region Clean Air Agency has lifted its Stage 1 Burn Ban  in Thurston County effective immediately.</p>
<p>To ensure clean, healthful air for all, ORCAA encourages residents to be responsible and to burn only when absolutely necessary even when mandatory restrictions are lifted. Air stagnation is possible throughout the winter and early spring. Voluntary reductions on indoor and outdoor burning in the region can help prevent elevated air pollution levels and therefore reduce the need for stringent burn restrictions.</p>
<p>People who would like to do their part to ensure clean, healthful air might consider the following simple acts to help protect the air we breathe:</p>
<p>•	When possible, do not use any woodstove or fireplace.</p>
<p>• If you do have a fire in a certified stove or fireplace, consider using manufactured logs if you must burn. They are made from recycled wood products and burn cleaner than cut wood.</p>
<p>• Always use your woodstove or fireplace properly to ensure the cleanest burning possible. Remember that excess smoke is always illegal. To learn more about clean burning techniques and to find a current list of certified woodstoves and fireplaces, visit www.orcaa.org and click on the Programs tab in the top menu and scroll down to Woodstoves.</p>
<p>•	Limit your driving as much as possible, since vehicles are a big source of air pollution year round.</p>

			<content:encoded><![CDATA[<p>Dec. 26, 2009 –  A Stage One Burn Ban has been extended in  Thurston county at least until TUESDAY EVENING. Conditions will be reevaluated at that time to determine when the ban can be lifted.</p>
<p>Under a Stage 1 Ban, no burning is allowed in fireplaces or uncertified wood stoves, and all outdoor burning is prohibited, even in areas where outdoor burning is not permanently banned. Additionally, no visible smoke is allowed from any wood stove or fireplace, certified or not, beyond a 20-minute start-up period.</p>
<p>A system of stable, high pressure over Western Washington, coupled with cold overnight temperatures has resulted in air pollution levels climbing enough to raise concerns about the air quality and its impacts on health. A substantial change in weather will be needed to restore cleaner air quality, yet that’s not forecast to occur until early Sunday.</p>
<p>While pollution levels in Thurston County warrants the Stage One Ban, other counties within the jurisdiction of the Olympic Region Clean Air Agency (ORCAA) haven’t reached that level. To avoid bans in their areas, the residents of Mason, Pacific, Grays Harbor, Clallam and Jefferson Counties are asked to voluntarily refrain from all outdoor burning, and to use safe alternatives to wood heat if possible.</p>
<p>Of particular concern are fine particles released by smoke from wood stoves and fireplaces. The Washington State Department of Health recommends that people who are sensitive to air pollution limit time spent outdoors. Air pollution can trigger asthma attacks, cause difficulty breathing, and make lung and heart problems worse. Air pollution is especially harmful to children, people with heart and lung problems, and adults over age 65.</p>
<p>Olympic Region Clean Air Agency staff will continue to monitor the situation to determine when the burn ban can be lifted. In the meantime, here are some other things people can do to help protect the air we breathe:</p>
<p>·       If you have a certified wood stove or fireplace insert, make sure you are using it properly so you don’t produce excess chimney smoke. Excess smoke is always illegal. <p><strong>Explanation</strong>: The Air Pollution Control Officer of the Yakima Regional Clean Air Agency (YRCAA) has declared this burn ban due to impaired air quality and associated adverse health effects caused by high levels of fine particulate. The high levels of fine particulate, caused primarily by wood stoves and outdoor burning, are trapped close to the ground by persistent inversion and/or inadequate ventilation.</p>
<p>Air quality may worsen, as the National Weather Service in Pendleton, Oregon is declaring an AIR STAGNATION EVENT for this area, which is projected to continue at least into Saturday afternoon. YRCAA staff will continue to monitor the situation to determine if and when the burn ban can be lifted or elevated to a Stage 2 Burn Ban.</p>

<li>All violations of the burn ban are subject to civil penalty.</li>
